Residency and visas

Most Europeans enter visa-free for a short stay. The stamp is not a residence permit. Overstaying is a real problem — fines, a bad conversation at the airport, and friction the next time you fly. Buying a villa does not skip this. Working remotely from a café in Santa Maria does not skip this.

The tourist stay

Check the current rule for your passport before you book. The allowed stay is counted, not guessed. Island-hopping does not reset the clock. If you plan to be here for the winter, start the residence file before you fall in love with a lease.

A return ticket and proof of means still matter at the desk, even if they are rarely theatre. Travel insurance that includes evacuation is the grown-up version of “I’ll be fine”.

Autorização de residência

A residence authorisation is the proper route if you buy, work, retire, or join family here. Files go through the immigration service with, typically:

• passport and photographs
• criminal-record certificate from your home country, apostilled and translated
• proof of means or a work contract
• health insurance
• proof of accommodation (deed or rental)
• NIF

Lawyers in Praia handle this every week. The file is slow. Start it while your tourist days still have margin. Portugal’s relationship with Cape Verde helps on paper; it does not skip the queue.

Work permission is a separate conversation from “I have a house”. An employer on the islands sponsors; a remote job with a European company does not automatically equal a Cape Verdean work visa. Tell the truth on the form. The archipelago is small.

After the card

The residence card is not citizenship. It is permission to stay and, usually, a calmer life with banks, Electra and school enrolment. Renew it before it expires. Leaving it in a drawer in Lisbon is how people discover they are tourists again at the worst moment.

Citizenship is years of legal residence, language, and a clean record. Do not buy a villa because someone at a sundowner promised a passport. Anyone who sells “golden residency” as a product is selling a brochure.

A clean sequence

1. Enter legally, with a date you will either leave or file.

2. Get a NIF if you will rent, buy or open an account.

3. Instruct a Praia lawyer if the stay is more than a holiday.

4. Keep copies of every stamp, receipt and insurance certificate.

5. Do not overstay while “waiting to hear”.

Residency is paperwork, not a vibe. Families who do it once, properly, stop thinking about it. Families who improvise think about it every time they approach passport control.

Island notes for staying

You can winter on Sal as a tourist if the stamp allows it. You cannot “just stay” because the villa is yours. Immigration in Praia is where files go; a lawyer who already has a stack of foreign-owner folders is faster than a charming fixer in Santa Maria.

Couples should put both names on the file. A child in a local school is a reason to get the card right, not a substitute for the card.

Lecture checklist

• Know your stamp’s last legal day.
• Criminal-record certificate apostilled before you need it in a hurry.
• Health insurance that immigration will recognise.
• Deed or lease in the file, not in a Dropbox you cannot open at the counter.
• Renewal date in a calendar with a 90-day warning.
